For the brownies: In a saucepan, melt the butter over medium heat. Remove from heat and add the sugar, eggs, and vanilla extract. Whisk in the unsweetened cocoa, flour, salt, and baking powder until smooth. Do not overbeat. Bake for 25 to 30 minutes. Let cool. Once cooled, cover with dulce de leche. Set aside. Beat the egg whites with the sugar until stiff and spread them over the cake with a spatula, forming peaks.
