You will need a 6 or 7 inch (15 or 18 cm) springform pan. Trace the bottom circle on parchment paper and cut out the circle. Cover the top of the bottom of the pan with foil, and then wrap the foil under the bottom. Place the sides of the pan on the bottom and block and then unwrap the foil and wrap it up and around the sides of the pan. Wrap a second piece of aluminum foil around the bottom and sides of the pan.
Pour the oil into the pan. Turn to coat all sides.
Place the onions in a food processor and pulse into small pieces then process until finely chopped. Remove to a large bowl.
Add potatoes to processor, pulse into small pieces and process until finely chopped, almost pureed.
Remove to bowl and add salt, pepper, sugar and eggs and mix well.
Pour into the pan.
Put the water in the inner pot and add the steam rack. Create an aluminum sling
Place pan on sling and lower onto rack.
Close the lid, making sure the steam release handle is in the closing position.
Press the pressure cook button and set the cook time to 40 minutes. When the potato kugel is cooking time is complete, turn the steam release handle towards the vent
